This represents the height of the cardboard cabinet’s moral bankruptcy and is an entirely illegal measure. Rest assured, this policy will be implemented, as the people of Erbil are being treated like laboratory mice. This administration tests its most coercive policies in Erbil first; if they meet no resistance, they are subsequently imposed upon the entire region.
By Semi-Private, they imply that they cannot yet achieve full privatisation, fearing a potentially severe backlash from the citizens of Erbil.
