Masrour Barzani Accused of U.S. Spyware Deal and Money Laundering

A new report by Intelligence Online has exposed serious allegations against Kurdistan Region Prime Minister Masrour Barzani and two of his brothers, claiming their involvement in money laundering and an illegal attempt to purchase U.S. spyware technology.

According to court filings in the United States, Mahtaub Moore, a former Washington consultant, has filed a lawsuit accusing the Barzani brothers of secretly channeling funds into U.S. real estate and seeking to buy restricted American spyware.

The documents, obtained from a sealed court case in New York, suggest that the Barzanis tried to purchase “zero-click” surveillance software from HSS Development Group in December 2022. The transaction was allegedly conducted through a front company named ASO LLC, with the deal arranged by Afan Omar Sherwani under the direct orders of Waysi Barzani described by Intelligence Online as “the de facto head of intelligence for the Kurdistan Democratic Party (KDP).”

Records show that ASO LLC paid $360,000 for spyware that reportedly failed to function. ASO later sued HSS over the failed delivery, and both sides ultimately reached a confidential settlement.

In addition to the spyware deal, Moore’s legal complaint details several alleged money laundering operations involving Golden Eagle Global (GEG)  a company described as “a front for the Barzani family.” The filings accuse the group of using anonymous shell companies to acquire multiple U.S. properties and obtain contracts with the U.S. military.

If proven, these claims would deepen growing concerns over financial corruption and misuse of power within the KDP’s ruling elite, adding to ongoing questions about the Barzani family’s global business network and its overlap with government institutions in the Kurdistan Region.
